Defence Team Update #11: Cogswell District Project

Reopening of Valour Way South, closure of the temporary Dockyard South Access Gate

16 December 2024

Local Defence Team,

As the Halifax Regional Municipality’s Cogswell District Project progresses, here are two recent updates for local Defence Team members:

1. Reopening of Valour Way South on December 16, 2024.

In a recent Public Service Announcement (PSA), the Halifax Regional Municipality (HRM) announced that Valour Way South will reopen on Monday, December 16, 2024, as part of the new roundabout constructed in that area – a roundabout that will be fully operational with a temporary connection to Nora Bernard Street (see map at Figure 1). Please take care as you (and HRM residents) navigate this new change to local road infrastructure.

Once Valour Way South reopens, Halifax Transit bus operations will return to their original routing (prior to road closure in 2022) for stops on Valour Way. Buses will no longer be turning into the non-operational parking area at HMC Dockyard. For more information on transit impacts, please visit the Cogswell District Project website or the Halifax Transit website

2. Permanent closure of Dockyard South Access Gate on December 24, 2024.

The last day of operation of the temporary Dockyard South Access Gate (located between HMCS Scotian and the HAZMAT building) will be on Tuesday, December 24, 2024. After that date, large truck traffic, pedestrians, and cyclists are to use Rainbow Gate, Centre Gate (pedestrians only), Admiral’s Gate or Niobe Gate to access the HMC Dockyard operational zone. Please note that Rainbow Gate is the closest gate to the temporary access gate that will be closing.

Background

The Halifax Regional Municipality (HRM)’s Cogswell District Project is the biggest city-building project in the history of Halifax. The project is converting 16 acres of road infrastructure into a mixed-use neighborhood – designed to connect different parts of the city and create a stronger, more inclusive network of communities.

A portion of Department of National Defence (DND) property at the south end of the HMC Dockyard parking lot has been impacted by the Cogswell District Project as construction progressed on a new roundabout. Now in its final building stage, this roundabout will allow for a more efficient flow of traffic to and from the downtown core. It will also offer Defence Team members access to enhanced walking paths and bikeways and a more seamless vehicular entry and exit route at the south end of Valour Way.
