Elle a \u00e9galement conduit \u00e0 des am\u00e9liorations majeures dans la conception des navires et dans les pratiques de lutte contre l'incendie et de contr\u00f4le des avaries \u00e0 bord, notamment la cr\u00e9ation d'une division de contr\u00f4le des avaries et du Centre d\u2019instruction en mati\u00e8re de lutte contre les avaries <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\">, nomm\u00e9 ainsi pour comm\u00e9morer le navire et la catastrophe.\n<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">\u00ab Il a fa\u00e7onn\u00e9 et continuera de fa\u00e7onner des g\u00e9n\u00e9rations de marins \u00bb, a d\u00e9clar\u00e9 le Capitaine de fr\u00e9gate (Capf) David Roberge, commandant de l'\u00c9cole navale de la flotte (Atlantique). \u00ab Le NCSM <\/span><i><span style=\"font-weight: 400\">Kootenay <\/span><\/i><span style=\"font-weight: 400\">est, et restera, l'un des \u00e9v\u00e9nements les plus importants pour tous les marins de la Marine royale canadienne. \u00bb\n<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Le matin du 23 octobre 1968, le NCSM <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> participait \u00e0 des essais en mer au large de Plymouth, en Angleterre. Le navire roulait \u00e0 la vitesse maximale lorsque la bo\u00eete de vitesses a surchauff\u00e9 et explos\u00e9, provoquant un incendie qui a ravag\u00e9 la salle des machines du navire. Neuf membres d'\u00e9quipage sont morts et 53 autres ont \u00e9t\u00e9 gravement bless\u00e9s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab On a souvent dit qu'un \u00e9quipage de moindre qualit\u00e9 aurait termin\u00e9 la journ\u00e9e dans des canots de sauvetage. Le fait qu'ils aient sauv\u00e9 le navire et se soient sauv\u00e9s les uns les autres t\u00e9moigne de leur courage, de leur entra\u00eenement et de leur sacrifice \u00bb, a d\u00e9clar\u00e9 le contre-amiral Brian Santarpia, commandant des Forces maritimes de l'Atlantique et de la Force op\u00e9rationnelle interarm\u00e9es de l'Atlantique, dans son discours lors de la c\u00e9r\u00e9monie.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La catastrophe a permis \u00e0 la marine de tirer un certain nombre d'enseignements, a-t-il d\u00e9clar\u00e9, ce qui a conduit \u00e0 une meilleure formation en mati\u00e8re de contr\u00f4le des dommages pour tous les marins et \u00e0 une meilleure compr\u00e9hension des effets \u00e0 long terme et de grande port\u00e9e d'une telle trag\u00e9die.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab Nous avons lentement, mais s\u00fbrement, appris l'importance de soutenir les marins et leurs familles \u00bb, a-t-il ajout\u00e9.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En 2019, le Capf (retrait\u00e9) Al Kennedy et le matelot de 1re classe (retrait\u00e9) Allan \u00ab Dinger \u200b\u200b\u00bb Bell ont re\u00e7u le Galon de bless\u00e9, une distinction accord\u00e9e aux militaires bless\u00e9s en service.<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Toujours en 2019, l'\u00e9quipage du NCSM <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> a re\u00e7u la premi\u00e8re Mention \u00e9logieuse \u00e0 l'intention des unit\u00e9s du commandant de la MRC pour sa bravoure et son courage, qui a \u00e9t\u00e9 expos\u00e9e lors de la c\u00e9r\u00e9monie de cette ann\u00e9e.<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">En pronon\u00e7ant l'\u00e9loge fun\u00e8bre, le Dr Heather MacKinnon - un ancien officier militaire et un m\u00e9decin praticien qui se sp\u00e9cialise dans le service aux militaires et aux anciens combattants - a parl\u00e9 du soutien que les survivants de la trag\u00e9die ont cr\u00e9\u00e9 les uns pour les autres, et de la plus grande \u00ab famille <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> \u00bb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab Vous restez ensemble en tant qu'\u00e9quipage et vous vous occupez les uns des autres. Et en vieillissant, vous avez maintenant une famille \u00e9largie \u00bb, a-t-elle dit. \u00ab C'est merveilleux la fa\u00e7on dont vous avez impliqu\u00e9 les autres dans tout \u00e7a, parce que ce qui vous est arriv\u00e9 ne peut pas \u00eatre oubli\u00e9. Vous faites de votre mieux, et vous \u00eates tous si courageux. \u00bb<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Le service comm\u00e9moratif a \u00e9t\u00e9 dirig\u00e9 par le capitaine de vaisseau (retrait\u00e9) John Montague, qui \u00e9tait un officier subalterne \u00e0 bord du NCSM <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> en 1969, et comprenait une lecture \u00e9mouvante du po\u00e8me d'Eileen Mahoney intitul\u00e9 \u00ab In Waters Deep \u00bb par Jerry Howell, \u00e9galement un survivant du <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">Au cours de la c\u00e9r\u00e9monie, le 23 octobre a \u00e9galement \u00e9t\u00e9 proclam\u00e9 Jour du NCSM <\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> par Mike Savage, maire de la municipalit\u00e9 r\u00e9gionale de Halifax, et Steve Craig, ministre des P\u00eaches et de l'Aquaculture de la Nouvelle-\u00c9cosse, au nom du premier ministre.\n<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">\nLes membres de l'\u00e9quipage qui ont perdu la vie \u00e0 la suite de l'explosion du NCSM\n<\/span><i><span style=\"font-weight: 400\">Kootenay<\/span><\/i><span style=\"font-weight: 400\"> sont les suivants : Le premier ma\u00eetre de 1re classe Vaino \u00ab Ski \u00bb Partanen ; le premier ma\u00eetre de 2e classe William Alfred \u00ab Billy \u00bb Boudreau ; le premier ma\u00eetre Eric George Harman ; le premier ma\u00eetre Lewis John Stringer ; le matelot de 1re classe Pierre \u00ab Pete \u00bb Bourret ; le matelot de 1re classe Thomas Gordon Crabbe ; le matelot de 1re classe Gary Wayne Hutton ; le matelot de 2e classe Michael Allen Hardy ; le matelot de 3e classe Nelson Murray Galloway.\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le 22 octobre, un ruisseau du comt\u00e9 de Pictou a \u00e9t\u00e9 nomm\u00e9 \u00ab Billy Boudreau Brook\n \u00bb en l'honneur du Pm 2 Boudreau lors d'une c\u00e9r\u00e9monie d'inauguration qui s'est tenue sur le site \u00e0 Union Centre, en Nouvelle-\u00c9cosse.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En 2019, le Mat 1 (retrait\u00e9) Bell a pr\u00e9sent\u00e9 une demande \u00e0 la province pour que le ruisseau soit nomm\u00e9 en l'honneur du Pm 2 Boudreau.
