VAdm Angus Topshee becomes 38th Commander RCN<\/b><\/h3>\n

VAdm Angus Topshee assumed the duties of Commander of the Royal Canadian Navy (RCN) from VAdm Craig Baines on May 30, 2022, in a change of command ceremony presided over by General Wayne Eyre, Chief of the Defence Staff (CDS).<\/span><\/p>\n

Thanking VAdm Baines for his service, Gen Eyre said command of the Navy is an \u201cexceptional task\u201d that demands \u201cresolve and compassionate leadership.\u201d<\/span><\/p>\n

\u201cYour career has been marked by your humility, dedication, loyalty and passion for the Navy and the people in it,\u201d he said to VAdm Baines. \u201cYou\u2019re leaving our Navy and VAdm Topshee in a good position to deal with a rapidly changing world, a world that\u2019s more dangerous now than at any time since the Second World War\u2026 where change is the only constant and unpredictability is the new steady state.\u201d<\/span><\/p>\n

Joking that he had sent VAdm Topshee a \u201cfour-page expectation letter\u201d, Gen Eyre said he is confident the new Commander \u201cwill be a steady and expert hand on the tiller\u201d as the Navy faces the challenges ahead.<\/span><\/p>\n

\u201cYou will lead the modernization of the Navy to ensure it is ready for the future fight,\u201d he said. \u201cYou will continue to drive cultural growth in the Navy to ensure we can attract and retain the best that Canada has to offer\u2026 the talent we so desperately need.\u201d<\/span><\/p>\n

Attaining the role of the Navy\u2019s top position is not something VAdm Topshee said he could have foreseen when he started his career in the CAF.<\/span><\/p>\n

While he has served in a variety of command and staff roles throughout his career \u2014 most recently as Commander Maritime Forces Pacific and Joint Task Force Pacific \u2014 the Navy was VAdm Topshee\u2019s third option when he first signed up, he said.<\/span><\/p>\n

\u201cI joined to be a pilot\u2026 but as you can see that didn\u2019t work out. After 17.2 hours on a CT-134 \u2014 the Mighty Musketeer \u2014 it was determined that I didn\u2019t have the aptitude to be a pilot in the Royal Canadian Air Force,\u201d he laughed.<\/span><\/p>\n

Following an unsuccessful attempt to join the Canadian Army, VAdm Topshee began his naval officer training in 1996. Reflecting on both his own challenges in finding his way in the CAF, and following the career paths of some of his fellow officers in that naval officer training course \u2014 a class consisting of as many women as men \u2014 VAdm Topshee said he learned a huge lesson about how talent can easily go untapped.<\/span><\/p>\n

\u201cIf you had told me at the time that one of us from that class would go on to take command of the Navy, I\u2019d have rated several of those women as the most likely contenders as they were extremely talented,\u201d he said.<\/span><\/p>\n

While three men from the class have gone on to hold senior officer positions, he said, none of the women made it even to the position of Executive Officer.<\/span><\/p>\n

\u201cIt was not a lack of talent or motivation on their part. This tremendous loss to the Navy was as a result of systemic \u2014 often overt \u2014 sexism and discrimination,\u201d he said. \u201cWhile we have made considerable progress \u2014 and I am heartened by the great women we have in command of warships right now \u2014 I am determined that we never again squander our talent like that.\u201d<\/span><\/p>\n

VAdm Baines, who spent a year and a half as Commander of the RCN as part of his 35-year naval career, is retiring from the Canadian Armed Forces (CAF).<\/span><\/p>\n

Thanking his family and friends for their support, VAdm Baines offered his gratitude to the sailors and public servants of the RCN for their work in what \u201ccan only be characterized as a challenging time in our history.\u201d<\/span><\/p>\n

\u201cI\u2019ve been inspired by your dedication, loyalty and service to your country,\u201d he said.<\/span><\/p>\n

Speaking directly to VAdm Topshee, VAdm Baines said he \u201ccouldn\u2019t be leaving the RCN in better hands.\u201d<\/span><\/p>\n

The ceremony was held at Her Majesty\u2019s Canadian Dockyard, Halifax, home of Maritime Forces Atlantic, and live streamed on Facebook.\u00a0<\/span><\/p>\n

On June 2, Chief Petty Officer 1st Class (CPO1) Thomas Lizotte assumed the role of Command Chief Petty Officer of the RCN from CPO1 David Steeves, who is retiring after 33 years of service.<\/span><\/p>\n

Remerciant le vam Baines pour ses services, le g\u00e9n\u00e9ral Eyre a d\u00e9clar\u00e9 que le commandement de la Marine est une \u00ab<\/b>t\u00e2che exceptionnelle\u00bb<\/b> qui exige \u00ab<\/b>un leadership r\u00e9solu et compatissant\u00bb<\/b>.<\/span><\/p>\n

\u00ab<\/b>Votre carri\u00e8re a \u00e9t\u00e9 marqu\u00e9e par votre humilit\u00e9, votre d\u00e9vouement, votre loyaut\u00e9 et votre passion pour la Marine et les gens qui en font partie\u00bb<\/b>, a-t-il dit au vam Baines. \u00ab<\/b>Vous laissez notre Marine et le vam Topshee dans une bonne position pour faire face \u00e0 un monde qui change rapidement, un monde qui est plus dangereux aujourd\u2019hui qu\u2019\u00e0 n\u2019importe quel moment depuis la Seconde Guerre mondiale\u2026 o\u00f9 le changement est la seule constante et o\u00f9 l\u2019impr\u00e9visibilit\u00e9 est le nouvel \u00e9tat stable.\u00bb<\/b><\/span><\/p>\n

Plaisantant sur le fait qu\u2019il avait envoy\u00e9 au vam Topshee une \u00ab<\/b>lettre d\u2019attente de quatre pages\u00bb<\/b>, le g\u00e9n\u00e9ral Eyre a d\u00e9clar\u00e9 qu\u2019il \u00e9tait convaincu que le nouveau commandant \u00ab<\/b>sera une main experte et stable sur la barre\u201d alors que la marine fait face aux d\u00e9fis \u00e0 venir.<\/span><\/p>\n

\u00ab<\/b>Vous dirigerez la modernisation de la marine pour qu\u2019elle soit pr\u00eate \u00e0 affronter les combats futurs\u00bb<\/b>, a-t-il d\u00e9clar\u00e9. \u00ab<\/b>Vous continuerez \u00e0 favoriser la croissance culturelle de la Marine afin que nous puissions attirer et retenir les meilleurs \u00e9l\u00e9ments que le Canada a \u00e0 offrir\u2026 le talent dont nous avons si d\u00e9sesp\u00e9r\u00e9ment besoin.\u00bb<\/b><\/span><\/p>\n

Atteindre le r\u00f4le de chef de la Marine n\u2019est pas quelque chose que le vam Topshee dit avoir pu pr\u00e9voir lorsqu\u2019il a commenc\u00e9 sa carri\u00e8re dans les FAC.<\/span><\/p>\n

Bien qu\u2019il ait occup\u00e9 divers r\u00f4les de commandement et d\u2019\u00e9tat-major tout au long de sa carri\u00e8re \u2013 plus r\u00e9cemment en tant que commandant des Forces maritimes du Pacifique et de la Force op\u00e9rationnelle interarm\u00e9es du Pacifique \u2013 la Marine \u00e9tait la troisi\u00e8me option du vam Topshee lorsqu\u2019il s\u2019est engag\u00e9, dit-il.<\/span><\/p>\n

\u00ab<\/b>Je me suis engag\u00e9 pour \u00eatre pilote\u2026 mais comme vous pouvez le constater, cela n\u2019a pas fonctionn\u00e9. Apr\u00e8s 17,2 heures de vol \u00e0 bord d\u2019un CT-134 \u2013 le Mighty Musketeer \u2013 on a d\u00e9termin\u00e9 que je n\u2019avais pas les aptitudes n\u00e9cessaires pour \u00eatre pilote dans l\u2019Aviation royale du Canada,\u00bb<\/b> dit-il en riant.<\/span><\/p>\n

Apr\u00e8s une tentative infructueuse de s\u2019enr\u00f4ler dans l\u2019Arm\u00e9e canadienne, le vam Topshee a commenc\u00e9 sa formation d\u2019officier de marine en 1996. En r\u00e9fl\u00e9chissant aux d\u00e9fis qu\u2019il a d\u00fb relever pour trouver sa voie dans les FAC et en suivant le cheminement de carri\u00e8re de certains de ses coll\u00e8gues officiers dans ce cours de formation d\u2019officier de marine \u2013 une classe compos\u00e9e d\u2019autant de femmes que d\u2019hommes \u2013 le vam Topshee a dit qu\u2019il avait appris une \u00e9norme le\u00e7on sur la fa\u00e7on dont le talent peut facilement rester inexploit\u00e9.<\/span><\/p>\n

\u00ab<\/b>Si vous m\u2019aviez dit \u00e0 l\u2019\u00e9poque que l\u2019un des membres de cette classe prendrait le commandement de la Marine, j\u2019aurais consid\u00e9r\u00e9 plusieurs de ces femmes comme les candidates les plus probables, car elles \u00e9taient extr\u00eamement talentueuses\u00bb<\/b>, a-t-il d\u00e9clar\u00e9.<\/span><\/p>\n

Alors que trois hommes de la classe ont occup\u00e9 des postes d\u2019officiers sup\u00e9rieurs, aucune des femmes n\u2019a atteint le poste de commandant en second.<\/span><\/p>\n

\u00ab<\/b>Ce n\u2019\u00e9tait pas un manque de talent ou de motivation de leur part. Cette perte \u00e9norme pour la marine est le r\u00e9sultat d\u2019un sexisme et d\u2019une discrimination syst\u00e9miques \u2013 souvent manifestes\u00bb<\/b>, a-t-il d\u00e9clar\u00e9.<\/span>\u00ab<\/b>Bien que nous ayons fait des progr\u00e8s consid\u00e9rables \u2013 et je suis encourag\u00e9 par les femmes formidables qui commandent actuellement des navires de guerre \u2013 je suis d\u00e9termin\u00e9 \u00e0 ce que nous ne gaspillions plus jamais nos talents de la sorte.\u00bb<\/b><\/p>\n

Le vam Baines, qui a pass\u00e9 un an et demi comme commandant de la MRC dans le cadre de sa carri\u00e8re navale de 35 ans, prend sa retraite des Forces arm\u00e9es canadiennes (FAC).<\/span><\/p>\n

Remerciant sa famille et ses amis pour leur soutien, le vam Baines a offert sa gratitude aux marins et aux fonctionnaires de la MRC pour leur travail dans ce qui \u00ab<\/b>ne peut \u00eatre qualifi\u00e9 que de p\u00e9riode difficile de notre histoire\u00bb<\/b>.<\/b><\/span><\/p>\n

S\u2019adressant directement au vam Topshee, le vam Baines a d\u00e9clar\u00e9 qu\u2019il \u00ab<\/b>ne pouvait pas laisser la MRC entre de meilleures mains\u00bb<\/b>.<\/span><\/p>\n

La c\u00e9r\u00e9monie a eu lieu \u00e0 l\u2019arsenal canadien de Sa Majest\u00e9, \u00e0 Halifax, si\u00e8ge des Forces maritimes de l\u2019Atlantique, et a \u00e9t\u00e9 diffus\u00e9e en direct sur Facebook.<\/span><\/p>\n
