Cette structure permet le Canada de g\u00e9n\u00e9rer une puissance navale cr\u00e9dible tant au pays qu\u2019\u00e0 l\u2019\u00e9tranger, tout en tirant parti de la profondeur, de la flexibilit\u00e9 et de la pr\u00e9sence r\u00e9gionale de la R\u00e9serve navale.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les changements r\u00e9cents \u00e0 la structure de la flotte ont rendu n\u00e9cessaire une r\u00e9\u00e9valuation approfondie des modalit\u00e9s d\u2019acc\u00e8s de r\u00e9servistes de la marine aux affectations en mer, en particulier dans le cadre du service de classe C. En r\u00e9ponse, une directive provisoire a \u00e9t\u00e9 publi\u00e9e, en vigueur imm\u00e9diatement, pour \u00e9tablir des r\u00e8gles op\u00e9rationnelles relatives aux affectations de classe C. Ces mesures provisoires cibles \u00e0 pr\u00e9server la pertinence op\u00e9rationnelle, de soutenir l\u2019int\u00e9gration de la main-d\u2019\u0153uvre et d\u2019orienter l\u2019\u00e9laboration d\u2019une politique durable en mati\u00e8re de personnel.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Une flotte changeante, des besoins persistants\u00a0\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le retrait des navires de d\u00e9fense c\u00f4ti\u00e8re de classe Kingston a marqu\u00e9 une transition importante pour la R\u00e9serve navale. Pendant des d\u00e9cennies, ces plateformes ont constitu\u00e9 un moyen fiable d\u2019acqu\u00e9rir de l\u2019exp\u00e9rience en mer, d\u2019assurer que la formation continue et de maintenir une visibilit\u00e9 publique dans les communaut\u00e9s c\u00f4ti\u00e8res et int\u00e9rieures du Canada. Leur retrait a r\u00e9duit le nombre de plateformes traditionnellement disponibles pour l\u2019emploi et la formation des r\u00e9servistes.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En m\u00eame temps, le besoin de marins exp\u00e9riment\u00e9s et qualifi\u00e9s en mer reste inchang\u00e9. L\u2019emploi en mer continue d\u2019\u00eatre int\u00e9gral pour la formation, l\u2019attrait, le recrutement, la fid\u00e9lisation et le d\u00e9veloppement professionnel assur\u00e9s par la R\u00e9serve navale. Les divisions de la R\u00e9serve navale (NRD) restent des composantes visibles et essentielles de l\u2019interface publique de la Marine et jouent un r\u00f4le significatif dans le recrutement de la Force r\u00e9guli\u00e8re, de nombreux membres effectuant des transferts vers et depuis la Force r\u00e9guli\u00e8re au cours de leur carri\u00e8re.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Objectif de la directive provisoire\u00a0\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019objectif des r\u00e8gles op\u00e9rationnelles provisoires de classe C en mati\u00e8re d\u2019emploi est le suivant:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Assurer que l\u2019exp\u00e9rience en mer acquise en cours de la conduite d\u2019op\u00e9rations en mer reste au c\u0153ur de l\u2019\u00e9tat de pr\u00e9paration et de la disponibilit\u00e9 du personnel en uniforme de la MRC, ainsi que de la mise en \u0153uvre de tous les axes d\u2019action au sein de l\u2019ensemble de la MRC;\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pr\u00e9server la possibilit\u00e9 pour les membres \u00e0 temps partiel de la MRC d\u2019acqu\u00e9rir une exp\u00e9rience \u00e0 temps plein en mer;\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">d\u2019offrir un parcours au sein de la Force r\u00e9guli\u00e8re aux r\u00e9servistes qui souhaitent faire carri\u00e8re \u00e0 temps plein dans les flottes c\u00f4ti\u00e8res de la MRC; et\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Soutenir les efforts visant \u00e0 mieux harmoniser les g\u00e9n\u00e9rations de marins \u00e0 temps partiel et \u00e0 temps plein.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Ensemble, ces objectifs reconnaissent que l\u2019emploi de classe C n\u2019est pas uniquement un m\u00e9canisme de dotation \u00e0 court terme, mais un outil strat\u00e9gique pour la constitution et l\u2019int\u00e9gration des forces.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Emploi de classe C pour les m\u00e9tiers de mer difficiles \u00e0 l\u2019OFP\u00a0\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En vertu des nouvelles r\u00e8gles, les r\u00e9servistes de la Marine qui ont atteint le point fonctionnel op\u00e9rationnel (OFP) dans les m\u00e9tiers de la mer difficiles peuvent se voir offrir une opportunit\u00e9 d\u2019emploi de classe C pluriannuelle \u00e0 bord d\u2019une fr\u00e9gate de classe Halifax, d\u2019un navire de patrouille arctique et hauturier de classe Harry DeWolf ou d\u2019un navire de soutien interarm\u00e9es de classe Protecteur.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">D\u00e8s r\u00e9ception d\u2019une d\u00e9claration de disponibilit\u00e9 d\u2019un membre, sous r\u00e9serve de la confirmation des exigences de pr\u00e9paration telles que le test de la force, les CERM et l\u2019habilitation de s\u00e9curit\u00e9, le Centre de coordination du personnel de Qu\u00e9bec (CCP(Q)) se coordonnera avec le CCP c\u00f4tier et la DNFW pour \u00e9tablir un poste de classe C au sein de la flotte.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les conseillers en orientation professionnelle c\u00f4tiers et les \u00e9quipes des CCP c\u00f4tiers continueront de g\u00e9rer et de hi\u00e9rarchiser les possibilit\u00e9s de formation en mer et \u00e0 quai pour tous les marins du Programme de formation op\u00e9rationnelle (PFO). La formation du personnel de la Force r\u00e9guli\u00e8re reste la priorit\u00e9, en veillant \u00e0 ce que l\u2019emploi de la R\u00e9serve soutienne la pr\u00e9paration de la Flotte plut\u00f4t que de lui faire concurrence.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Faciliter le transfert de composante et la transition de carri\u00e8re\u00a0\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Reconnaissant le lien \u00e9troit entre l\u2019exp\u00e9rience de la Flotte et les d\u00e9cisions de TC, la directive provisoire aligne d\u00e9lib\u00e9r\u00e9ment l\u2019emploi de classe C sur l\u2019int\u00e9gration dans la Force r\u00e9guli\u00e8re. Les r\u00e9servistes de la Marine employ\u00e9s en classe C qui initient un TC seront prioritaires pour les opportunit\u00e9s en mer et la formation, y compris les cours de m\u00e9tier au m\u00eame niveau que les membres de la Force r\u00e9guli\u00e8re pendant toute la dur\u00e9e du processus de TC.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les r\u00e9servistes peuvent initier un TC \u00e0 tout moment et seront officiellement encourag\u00e9s \u00e0 envisager un TC au moins une fois par an par le biais du syst\u00e8me divisionnaire. Cela sera consign\u00e9 sous la forme d\u2019une note de retour d\u2019information PaCE et confirm\u00e9 par le membre. Les \u00e9quipes de commandement et le personnel divisionnaire sont encourag\u00e9s \u00e0 promouvoir les opportunit\u00e9s de TC tout au long de l\u2019ann\u00e9e.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u00c0 l\u2019issue du contrat de classe C initial, les membres peuvent:\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Demander un TC vers la Force r\u00e9guli\u00e8re;\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Rechercher des possibilit\u00e9s d\u2019emploi de classe C au sein de l\u2019Unit\u00e9 d\u2019entra\u00eenement aux patrouilleurs (PCTU) par l\u2019interm\u00e9diaire de leur gestionnaire de carri\u00e8re;\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Rechercher un emploi de classe B conforme aux priorit\u00e9s de la MRC, y compris des postes au NAVRESHQ, au QG r\u00e9gional ou dans les NRD; ou\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Reprendre le service de classe A au sein d\u2019un NRD.\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pour maintenir la viabilit\u00e9 et pour \u00e9viter une d\u00e9pendance involontaire \u00e0 l\u2019\u00e9gard des emplois de classe C de la R\u00e9serve au sein de la Flotte, un deuxi\u00e8me contrat pluriannuel de classe C en dehors de l\u2019Unit\u00e9 d\u2019entra\u00eenement aux patrouilleurs (PCTU) ne sera normalement pas propos\u00e9. Les membres actuellement employ\u00e9s dans les Flottes au-del\u00e0 de l\u2019OFP feront l\u2019objet d\u2019une gestion active de leur carri\u00e8re, des prolongations exceptionnelles \u00e9tant envisag\u00e9es au cas par cas.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">M\u00e9tiers de soutien et continuit\u00e9 de la main-d\u2019\u0153uvre\u00a0\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les m\u00e9tiers de soutien sont actuellement tr\u00e8s demand\u00e9s dans les flottes c\u00f4ti\u00e8res, et les r\u00e9servistes exer\u00e7ant ces m\u00e9tiers sont encourag\u00e9s \u00e0 solliciter des opportunit\u00e9s d\u2019emploi \u00e0 temps plein sur les c\u00f4tes. Dans le cas des m\u00e9tiers de soutien, en fonction des besoins de la MRC sur les c\u00f4tes, plusieurs contrats de classe C pluriannuels au sein des unit\u00e9s de la flotte c\u00f4ti\u00e8re peuvent \u00eatre propos\u00e9s. La poursuite de l\u2019emploi \u00e0 temps plein sera fond\u00e9e sur les \u00e9valuations du PCC et de la flotte concernant les besoins en soutien c\u00f4tier. La priorit\u00e9 initiale est accord\u00e9e au m\u00e9tier de cuisinier.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les structures existantes de classe C restent inchang\u00e9es. Les PCTPO et les remplacements se poursuivront selon les besoins de la MRC afin de pr\u00e9server la capacit\u00e9 de la main-d\u2019\u0153uvre. De m\u00eame, les postes de classe C relevant de la FDU et de la PCTU continueront d\u2019\u00eatre g\u00e9r\u00e9s par les gestionnaires de carri\u00e8re.\u00a0\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Compte tenu de la modernisation actuelle des plateformes et des capacit\u00e9s, la MRC doit continuer \u00e0 se concentrer sur les efforts de reconstitution et sur l\u2019expiration future de son effectif afin de r\u00e9pondre aux besoins des Canadiens tant au niveau national qu\u2019international, la R\u00e9serve navale constituant un \u00e9l\u00e9ment essentiel de la MRC.
