Le 2e Groupe maritime permanent de l\u2019OTAN (SNMG2) a entam\u00e9 une nouvelle phase op\u00e9rationnelle en mer M\u00e9diterran\u00e9e en quittant Tarente (Italie) apr\u00e8s une visite portuaire programm\u00e9e. Le SNMG2, qui est l\u2019un des quatre groupes maritimes multinationaux permanents de l\u2019OTAN, constitue un \u00e9l\u00e9ment essentiel de la Force de r\u00e9action alli\u00e9e (ARF), car il maintient une pr\u00e9sence alli\u00e9e continue et pr\u00eate dans la r\u00e9gion.<\/span>\u00a0<\/span><\/p>\n

Il op\u00e8re sous le Commandement maritime alli\u00e9 (MARCOM) de l\u2019OTAN, bas\u00e9 \u00e0 Northwood (Royaume-Uni), et fournit \u00e0 l\u2019Alliance une capacit\u00e9 maritime imm\u00e9diatement disponible et \u00e0 haut degr\u00e9 de pr\u00e9paration pour r\u00e9pondre rapidement aux crises ou aux menaces \u00e9mergentes.<\/span>\u00a0<\/span><\/p>\n

Depuis le 4 juillet, le commandement du SNMG2 est assur\u00e9 par la Marine italienne, sous la direction du contre-amiral Francesco Iavazzo, avec le soutien d\u2019un \u00e9tat-major international compos\u00e9 d\u2019officiers bulgares, grecs, italiens, roumains, espagnols, turcs et britanniques. Le groupe comprend actuellement le navire amiral italien ITS Carlo Bergamini, la fr\u00e9gate Navire canadien de Sa Majest\u00e9 (NCSM) St. John\u2019s, et le navire de soutien logistique espagnol ESPS Cantabria.<\/p>\n

Le SNMG2 est d\u00e9ploy\u00e9 en M\u00e9diterran\u00e9e, o\u00f9 il contribue \u00e0 maintenir la s\u00e9curit\u00e9 maritime, \u00e0 assurer la libert\u00e9 de navigation et \u00e0 favoriser la stabilit\u00e9 dans une r\u00e9gion d\u2019une importance strat\u00e9gique et \u00e9conomique vitale pour l\u2019Alliance. La pr\u00e9sence maritime de l\u2019OTAN permet \u00e9galement de renforcer la coop\u00e9ration avec les partenaires r\u00e9gionaux et d\u2019am\u00e9liorer la connaissance du domaine maritime dans l\u2019ensemble du bassin m\u00e9diterran\u00e9en.<\/span>\u00a0<\/span><\/p>\n

Commentant le d\u00e9part de Tarente, le contre-amiral Iavazzo a soulign\u00e9 que l\u2019activit\u00e9 en mer du groupe d\u00e9montre la capacit\u00e9 de l\u2019OTAN \u00e0 op\u00e9rer en tant que force multinationale int\u00e9gr\u00e9e.<\/span>\u00a0<\/span><\/p>\n

Ces derniers mois, le SNMG2 a effectu\u00e9 plusieurs patrouilles et exercices multinationaux, tout en approfondissant le r\u00e9seau de partenariats de l\u2019OTAN avec les pays d\u2019Afrique du Nord. Une r\u00e9cente visite portuaire \u00e0 Alexandrie (\u00c9gypte) a mis en \u00e9vidence le partenariat de longue date entre l\u2019OTAN et l\u2019\u00c9gypte, qui est un membre cl\u00e9 du Dialogue m\u00e9diterran\u00e9en. Ce forum de coop\u00e9ration, lanc\u00e9 en 1994, r\u00e9unit sept pays non membres de l\u2019OTAN (Alg\u00e9rie, \u00c9gypte, Isra\u00ebl, Jordanie, Mauritanie, Maroc et Tunisie) dans le but de promouvoir la s\u00e9curit\u00e9, la stabilit\u00e9 et la compr\u00e9hension mutuelle dans toute la r\u00e9gion m\u00e9diterran\u00e9enne.<\/span>\u00a0<\/span><\/p>\n

\u00ab Les partenariats sont importants \u00bb, a d\u00e9clar\u00e9 le contre-amiral Iavazzo. \u00ab L\u2019exp\u00e9rience r\u00e9gionale de l\u2019\u00c9gypte et son expertise en mati\u00e8re de s\u00e9curit\u00e9 en font un partenaire pr\u00e9cieux. La stabilit\u00e9, la s\u00e9curit\u00e9 et la coop\u00e9ration en M\u00e9diterran\u00e9e sont dans l\u2019int\u00e9r\u00eat de tous. Nous voulons que la M\u00e9diterran\u00e9e reste une zone de stabilit\u00e9 et de prosp\u00e9rit\u00e9. \u00bb<\/span>\u00a0<\/span><\/p>\n

Dans le cadre du Dialogue m\u00e9diterran\u00e9en, l\u2019OTAN encourage le dialogue politique et la coop\u00e9ration pratique avec ses partenaires r\u00e9gionaux. Cette initiative aide les partenaires \u00e0 d\u00e9velopper leurs capacit\u00e9s de d\u00e9fense, \u00e0 am\u00e9liorer l\u2019interop\u00e9rabilit\u00e9 avec les forces alli\u00e9es et \u00e0 renforcer leurs institutions nationales de s\u00e9curit\u00e9 et de d\u00e9fense. Fond\u00e9 sur les principes de non-discrimination, d\u2019autodiff\u00e9renciation, d\u2019engagement mutuel et de compl\u00e9mentarit\u00e9 avec d\u2019autres efforts r\u00e9gionaux, le Dialogue reste une pierre angulaire de l\u2019approche de partenariat de l\u2019OTAN en M\u00e9diterran\u00e9e.<\/span>\u00a0<\/span><\/p>\n
