Le MDN rend compte de la fa\u00e7on dont il fait progresser les valeurs et l\u2019\u00e9thique au sein de l\u2019\u00c9quipe de la D\u00e9fense<\/span><\/b><\/h3>\n

Par MDN<\/span><\/b><\/p>\n

En juin 2024, le minist\u00e8re de la D\u00e9fense nationale (MDN) a pr\u00e9sent\u00e9 au greffier du Conseil priv\u00e9 un rapport d\u2019auto\u00e9valuation sur les mesures prises par le MDN et les Forces arm\u00e9es canadiennes (FAC) sur le plan d\u2019initiatives ax\u00e9es sur les valeurs et l\u2019\u00e9thique. Le rapport donnait suite aux 15 recommandations formul\u00e9es dans le Rapport de l\u2019\u00e9quipe sp\u00e9ciale de sous-ministres sur les valeurs et l\u2019\u00e9thique touchant une gamme de questions visant \u00e0 redynamiser la fonction publique, \u00e0 renforcer la confiance du public et \u00e0 rehausser la responsabilisation et la responsabilit\u00e9. Le rapport soumis par le MDN et les FAC, ainsi que les r\u00e9ponses par tous les sous-ministres du gouvernement du Canada, se trouvent dans la section du Bureau du Conseil priv\u00e9 du site Canada.ca.<\/p>\n

En mars, le sous-ministre et le chef d\u2019\u00e9tat-major de la D\u00e9fense avaient publi\u00e9 un message \u00e0 l\u2019intention de l\u2019\u00c9quipe de la D\u00e9fense sur l\u2019importance d\u2019int\u00e9grer de fa\u00e7on r\u00e9elle et pratique les valeurs et l\u2019\u00e9thique aux activit\u00e9s quotidiennes de tout un chacun. Le rapport de juin du MDN et des FAC d\u00e9taille l\u2019approche strat\u00e9gique de l\u2019\u00c9quipe de la D\u00e9fense, ainsi que des mesures prises, des calendriers et des param\u00e8tres de r\u00e9ussite; collectivement, ceux-ci donnent un aper\u00e7u complet des efforts en cours et futurs.<\/p>\n

L\u2019\u00c9quipe de la D\u00e9fense \u2013 compos\u00e9e singuli\u00e8rement de militaires et de fonctionnaires \u2013 renferme d\u00e9j\u00e0 plusieurs \u00e9l\u00e9ments fondamentaux en vue de promouvoir des comportements \u00e9thiques :<\/span>\u00a0<\/span><\/p>\n

  • Le Programme d\u2019\u00e9thique de la D\u00e9fense, mis sur pied en 1997, l\u2019\u00c9nonc\u00e9 d\u2019\u00e9thique de la D\u00e9fense, le Code de valeurs et d\u2019\u00e9thique du MDN et des FAC et L\u2019\u00e9thos des Forces arm\u00e9es canadiennes : Digne de servir \u00e9noncent les principes, les valeurs et les comportements attendus des fonctionnaires, ainsi que la conduite et le rendement des membres des FAC, qu\u2019ils soient en service ou non.<\/li>\n<\/ul>\n

    • Plus de 56 000 membres de l\u2019\u00c9quipe de la D\u00e9fense ont suivi le cours en ligne Introduction \u00e0 l\u2019\u00e9thique de la D\u00e9fense du MDN, cours g\u00e9r\u00e9 par le Chef \u2013 Conduite professionnelle et culture (CCPC) .<\/li>\n<\/ul>\n

      Des initiatives courantes et nouvellement cr\u00e9\u00e9es s\u2019appuient sur nos solides fondements en mati\u00e8re de valeurs et d\u2019\u00e9thique, ainsi que sur un r\u00e9seau de coordonnateurs de l\u2019\u00e9thique qualifi\u00e9s, dans le but de poursuivre la promotion d\u2019un milieu de travail \u00e0 la fois s\u00fbr et accueillant pouvant \u00eatre adapt\u00e9. En voici quelques exemples\u202f:<\/span>\u00a0<\/span><\/p>\n

      • La page Web Sc\u00e9narios de conduite professionnelle du MDN et des FAC compte plus de 152 sc\u00e9narios vous aidant \u00e0 explorer des questions et \u00e0 entamer des discussions, ce qui s\u2019av\u00e8re essentiel \u00e0 la prise de d\u00e9cisions qui tiennent compte de divers points de vue et correspondent aux principes \u00e9thiques.<\/li>\n<\/ul>\n
          \n
        • Le SMA (Services d\u2019examen) m\u00e8ne un exercice minist\u00e9riel pour aider les employ\u00e9s du MDN et les membres des FAC \u00e0 cerner proactivement les conflits d\u2019int\u00e9r\u00eats possibles.<\/li>\n<\/ul>\n

          • Cette ann\u00e9e, on encourage d\u00e9sormais les membres des FAC \u00e0 discuter de conduite \u00e9thique avec leurs superviseurs imm\u00e9diats, discussion qui sera consign\u00e9e dans la plateforme de gestion du rendement des FAC.\u00a0\u00a0\u00a0\u00a0<\/span>\u00a0<\/span><\/li>\n<\/ul>\n

            • On planifie actuellement la mise au point d\u2019un module d\u2019int\u00e9gration pour tous les nouveaux employ\u00e9s qui met l\u2019accent sur l\u2019\u00e9thique et la culture.\u00a0\u00a0<\/span>\u00a0<\/span><\/li>\n<\/ul>\n

              On encourage tous les membres de l\u2019\u00c9quipe de la D\u00e9fense \u00e0 lire la r\u00e9ponse du MDN au greffier, \u00e0 examiner la mani\u00e8re dont les valeurs et l\u2019\u00e9thique peuvent influer sur les attitudes et les comportements et \u00e0 chercher des occasions de les int\u00e9grer aux activit\u00e9s quotidiennes en milieu de travail.\u00a0\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n
