Le concept de \u00ab l\u2019offre et de la demande \u00bb est souvent utilis\u00e9 pour comprendre le comportement des consommateurs.<\/span>\u00a0<\/span><\/p>\n

Toutefois, ce mod\u00e8le peut s\u2019appliquer \u00e0 d\u2019autres domaines que l\u2019\u00e9conomie. En effet, il peut influencer toute une s\u00e9rie de d\u00e9cisions de gestion, y compris celles qui concernent le syst\u00e8me d\u2019instruction de la Marine.<\/span>\u00a0<\/span><\/p>\n

Voici un exemple concret : Les cours du Programme d\u2019instruction sur l\u2019environnement naval (PIEN) ont lieu sur les deux c\u00f4tes. Au cours des 20 derni\u00e8res ann\u00e9es, les deux centres ultramodernes d\u2019instruction en mati\u00e8re de lutte contre les avaries (le CIMLA Galiano, \u00e0 Esquimalt et le CIMLA Kootenay, \u00e0 Halifax) ont fonctionn\u00e9 \u00e0 plein r\u00e9gime pour donner de l\u2019instruction sur la lutte contre les incendies et le contr\u00f4le des avaries \u00e0 bord des navires. Les marins doivent obligatoirement poss\u00e9der ces qualifications avant leur embauche \u00e0 bord d\u2019un navire et doivent refaire l\u2019instruction p\u00e9riodiquement (formation de recyclage) tout au long de leur carri\u00e8re. La demande est constante et \u00e9lev\u00e9e et augmente de mani\u00e8re pr\u00e9visible en \u00e9t\u00e9 en raison de l\u2019arriv\u00e9e des membres de la R\u00e9serve navale. Les p\u00e9nuries occasionnelles de personnel et les activit\u00e9s d\u2019entretien des installations peuvent exacerber le probl\u00e8me et entra\u00eener des retards.<\/span>\u00a0<\/span><\/p>\n

Lorsque la Marine a lanc\u00e9 le Programme exp\u00e9rience de la Marine (PEM), il est devenu \u00e9vident pour les dirigeants du Groupe de l\u2019instruction de la Marine (GIM) qu\u2019une approche nouvelle et novatrice \u00e9tait n\u00e9cessaire pour r\u00e9pondre \u00e0 cette augmentation souhait\u00e9e du nombre de recrues.<\/span>\u00a0<\/span><\/p>\n

\u00ab Nous sommes bien appuy\u00e9s par la BFC Valcartier en ce qui concerne l\u2019instruction militaire g\u00e9n\u00e9rale. Nous disposons du personnel n\u00e9cessaire, mais nous n\u2019avons pas les infrastructures requises pour l\u2019instruction sur la lutte contre les incendies et les inondations ou la survie en mer (modules 3 et 4 du PIEN), explique la M 1 Anne Milot, Coordonnateur du PIEN \u00e0 l\u2019\u00c9cole navale (Qu\u00e9bec) [EN(Q)].<\/p>\n

Cependant, l\u2019\u00e9quivalent civil du CIMLA existe juste de l\u2019autre c\u00f4t\u00e9 du fleuve Saint\u2011Laurent, \u00e0 proximit\u00e9 de l\u2019EN(Q). L\u2019id\u00e9e est devenue un plan, et le plan est devenu un contrat de service avec l\u2019Institut maritime du Qu\u00e9bec (IMQ) pour l\u2019utilisation de leur Centre de formation aux mesures d\u2019urgence (CFMU) qui se situe \u00e0 L\u00e9vis, au Qu\u00e9bec.<\/span>\u00a0<\/span><\/p>\n

\u00ab Nous avons d\u2019abord pass\u00e9 un contrat de service avec l\u2019IMQ au printemps 2023. Puisque cela a \u00e9t\u00e9 un \u00e9norme succ\u00e8s, nous prolongerons le contrat en utilisant la premi\u00e8re des deux ann\u00e9es d\u2019option \u00bb, affirme la M 1 Milot.<\/span>\u00a0<\/span><\/p>\n

Au cours de la premi\u00e8re ann\u00e9e, l\u2019EN(Q) a organis\u00e9 trois cours de vingt personnes chacun. On pr\u00e9voit l\u2019ajout d\u2019une quatri\u00e8me s\u00e9rie de cours pour 2024.<\/span>\u00a0<\/span><\/p>\n

Bien que le contrat soit plafonn\u00e9 \u00e0 1 800 000 $ par ann\u00e9e, les s\u00e9ances d\u2019instruction sont pr\u00e9vues \u00ab en fonction des besoins \u00bb et les frais sont calcul\u00e9s par stagiaire. Par cons\u00e9quent, le MDN ne paie que pour ce dont il a besoin.<\/p>\n

\u00ab Cet arrangement nous offre une grande flexibilit\u00e9. Il s\u2019agit d\u2019une excellente solution qui s\u2019adapte aux besoins suppl\u00e9mentaires de la Marine en mati\u00e8re de capacit\u00e9s d\u2019instruction \u00bb, souligne la M 1 Milot.\u00a0<\/span>\u00a0<\/span><\/p>\n

Les autorit\u00e9s de l\u2019\u00c9cole navale (Pacifique), \u00e0 Esquimalt, assurent un contr\u00f4le ind\u00e9pendant du programme d\u2019instruction. Puisque le gouvernement canadien et les organismes civils s\u2019appuient tous deux sur la Convention internationale sur les normes de formation des gens de mer, de d\u00e9livrance des brevets et de veille de l\u2019Organisation maritime internationale, l\u2019administration d\u2019une norme d\u2019instruction coh\u00e9rente est simplifi\u00e9e.<\/p>\n

Le GIM s\u2019est engag\u00e9 \u00e0 rechercher des moyens innovants pour am\u00e9liorer la qualit\u00e9 et l\u2019efficacit\u00e9 du syst\u00e8me d\u2019instruction militaire. Ses dirigeants sont convaincus que l\u2019accord novateur conclu avec l\u2019IMQ r\u00e9duira le temps n\u00e9cessaire pour que les nouveaux marins soient embauch\u00e9s \u00e0 bord de navires, permettra un flux de stagiaire constant et, en fin de compte, augmentera la disponibilit\u00e9 op\u00e9rationnelle du personnel de la Marine royale canadienne.<\/p>\n

\u00ab Il s\u2019agit d\u2019un projet tr\u00e8s stimulant et positif pour le personnel d\u2019instruction. Nous sommes d\u00e9sormais en mesure de mettre en \u0153uvre l\u2019ensemble du PIEN et nous avons le sentiment que nos efforts ont une incidence positive sur l\u2019ensemble de la Marine! \u00bb fait valoir la M 1 Milot.<\/span>\u00a0<\/span><\/p>\n
