RYAN MELANSON<\/figcaption><\/figure>\n<h3><b>Furtivit\u00e9, l\u00e9talit\u00e9, persistance : Le commandant de la MRC parle des sous-marins \u00e0\nHalifax<\/b><\/h3>\n<p><b>Par Ryan Melanson,<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">L\u2019\u00e9quipe du Trident<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00c0 une dizaine d&#039;ann\u00e9es du d\u00e9but de la mise hors service des sous-marins canadiens de\nclasse Victoria, la Marine royale canadienne est charg\u00e9e de r\u00e9fl\u00e9chir \u00e0 l&#039;avenir de la Force\nsous-marine canadienne et d&#039;expliquer le r\u00f4le important de la plateforme sous-marine au\nsein de la flotte navale du pays.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">C&#039;est sur ces questions que s&#039;est pench\u00e9 le vice-amiral Angus Topshee, commandant de la\nMRC, lors d&#039;une pr\u00e9sentation donn\u00e9e r\u00e9cemment \u00e0 Halifax. Le Vam Topshee a pr\u00e9sent\u00e9 un\nexpos\u00e9 intitul\u00e9 \u00ab Pourquoi le Canada a besoin de sous-marins \u00bb aux membres du Royal\nUnited Services Institute of Nova Scotia \u00e0 la biblioth\u00e8que militaire de Cambridge le 18\noctobre.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab La chose la plus simple \u00e0 propos des sous-marins est qu&#039;ils offrent la furtivit\u00e9, la l\u00e9talit\u00e9 et\nla persistance. C&#039;est la proposition de valeur des sous-marins et ce qu&#039;un sous-marin vous\noffre qu&#039;aucune autre plate-forme ne fait dans les Forces arm\u00e9es canadiennes \u00bb, a d\u00e9clar\u00e9\nle Vam Topshee.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab Nous avons le plus long littoral du monde, une responsabilit\u00e9 massive sur trois oc\u00e9ans et\nl&#039;un des tableaux les plus vastes et les plus compliqu\u00e9s en termes de connaissance du\ndomaine \u00bb, a-t-il ajout\u00e9, notant que les sous-marins fournissent la capacit\u00e9 de prot\u00e9ger nos\npropres eaux, mais aussi d&#039;op\u00e9rer secr\u00e8tement dans le monde entier, pendant de longues\np\u00e9riodes de temps.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L&#039;entit\u00e9 de la MRC qui se concentre sur le plan des sous-marins s&#039;appelle le projet de sous-\nmarin de patrouille canadien (PSPC) ; elle \u00e9tudie les options et d\u00e9termine les besoins du\nCanada pour tout sous-marin futur. Il s&#039;agit notamment de la capacit\u00e9 \u00e0 effectuer des\nattaques de pr\u00e9cision en patrouille, \u00e0 op\u00e9rer conform\u00e9ment aux normes environnementales\ndans l&#039;Arctique canadien et \u00e0 op\u00e9rer discr\u00e8tement pour des transits allant jusqu&#039;\u00e0 7 000\nmilles nautiques et un minimum de 21 jours sous la mer sans remonter \u00e0 la surface.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L&#039;approche recommand\u00e9e par la MRC pour l&#039;acquisition de nouveaux sous-marins est\nd&#039;acheter un sous-marin pr\u00eat \u00e0 l&#039;emploi con\u00e7u et construit \u00e0 l&#039;\u00e9tranger afin de minimiser les\nd\u00e9lais et les co\u00fbts. Le Vam Topshee a mis en \u00e9vidence six mod\u00e8les actuellement construits\nou exploit\u00e9s dans le monde en France, en Allemagne, en Cor\u00e9e, en Espagne, au Japon et\nen Su\u00e8de, qui sont \u00e9tudi\u00e9s par le PSPC et qui pourraient r\u00e9pondre aux besoins de la MRC.\nDeux d&#039;entre eux sont actuellement en service actif - les sous-marins japonais de la classe\nTaigei- et les bateaux KSS III Batch II de la R\u00e9publique de Cor\u00e9e.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bien que toute d\u00e9cision d&#039;achat de sous-marins pour le Canada soit de nature politique, le\nVam Topshee a d\u00e9clar\u00e9 que la MRC, par l&#039;interm\u00e9diaire du PSPC, pr\u00e9sentera au\ngouvernement la ligne de conduite qu&#039;elle recommande, avec des options d&#039;acquisition de 8\nou 12 sous-marins \u00e0 r\u00e9partir entre les deux c\u00f4tes. Pour que la transition soit efficace et\n\u00e9vite une rupture de capacit\u00e9, la livraison du premier sous-marin de la classe devrait\n\ncommencer au milieu des ann\u00e9es
