Situ\u00e9e sur les rives de l'historique fleuve Saint-Laurent, dans le pittoresque Vieux-Qu\u00e9bec, l'\u00c9cole navale (Qu\u00e9bec) continue de soutenir les op\u00e9rations navales et les capacit\u00e9s de renseignement de la Marine royale canadienne (MRC) et des Forces arm\u00e9es canadiennes (FAC) dans leur ensemble.\u00a0<\/span><\/p>\n

Le cours \u00e9l\u00e9mentaire d'officier de renseignement (CEOR) est offert par l'\u00c9cole du renseignement militaire des Forces canadiennes (ERMFC) \u00e0 Kingston, en Ontario. Le cours naval est dispens\u00e9 \u00e0 l'\u00c9cole navale (Qu\u00e9bec), dans l'\u00e9difice Achille Pettigrew \u00e0 la Pointe\u00e0-Carcy, dans le port de Qu\u00e9bec. Le cours le plus r\u00e9cent a d\u00e9but\u00e9 en octobre 2022 et les \u00e9tudiants ont obtenu leur dipl\u00f4me en mars 2023.<\/span><\/p>\n

Comme en t\u00e9moignent les tensions mondiales croissantes et l'augmentation de la demande de capacit\u00e9s de renseignement, le CEOR reste essentiel. Ce cours pr\u00e9pare les officiers subalternes \u00e0 remplir divers r\u00f4les et fonctions li\u00e9s au renseignement au sein de la R\u00e9serve navale, de la MRC et des FAC.\u00a0<\/span><\/p>\n

Le CEOR vise \u00e0 former des officiers de renseignement capables d'exercer leurs fonctions dans leur environnement d\u00e9sign\u00e9 ou dans des postes d'\u00e9tat-major interarm\u00e9es ; le cours pr\u00e9pare essentiellement les officiers de renseignement d\u00e9butants \u00e0 soutenir les op\u00e9rations de la marine et des FAC. L'officier de renseignement doit \u00eatre un sp\u00e9cialiste bien inform\u00e9, capable de superviser et de produire divers produits et services de renseignement, comme l'exigent les commandants terrestres, navals et a\u00e9riens pour l'ex\u00e9cution r\u00e9ussie d'une myriade de missions nationales et internationales. La formation d'officier de renseignement est donc con\u00e7ue pour fournir aux FAC un personnel comp\u00e9tent. Les dipl\u00f4m\u00e9s du CEOR suivront une formation en cours d'emploi et\/ou une formation r\u00e9g\u00e9n\u00e9ratrice. Le mentorat local et le leadership sont offerts \u00e0 leurs unit\u00e9s d'attache pour compl\u00e9ter leurs exigences de formation formelle afin de pr\u00e9parer les membres qualifi\u00e9s \u00e0 op\u00e9rer dans un environnement op\u00e9rationnel changeant.<\/span><\/p>\n

L'interaction entre l'instructeur et l'\u00e9l\u00e8ve est essentielle au d\u00e9veloppement des comp\u00e9tences des \u00e9l\u00e8ves du CEOR. Les candidats sont g\u00e9n\u00e9ralement issus de la Force r\u00e9guli\u00e8re et de la Premi\u00e8re r\u00e9serve. En g\u00e9n\u00e9ral, les r\u00e9servistes ont acc\u00e8s \u00e0 un plus grand nombre de places pendant les cours d'\u00e9t\u00e9 afin de tenir compte des horaires de l'universit\u00e9 et de la souplesse des emplois \u00e0 temps partiel associ\u00e9s au statut de membre de la Premi\u00e8re r\u00e9serve. \u00c0 l'issue du CEOR, les r\u00e9servistes retournent g\u00e9n\u00e9ralement dans leurs unit\u00e9s d'origine respectives, o\u00f9 ils ont la possibilit\u00e9 de maintenir et d'am\u00e9liorer les comp\u00e9tences qu'ils viennent d'acqu\u00e9rir. D'autre part, les dipl\u00f4m\u00e9s de la Force r\u00e9guli\u00e8re recevront leur premi\u00e8re affectation \u00e0 la fin du CEOR.<\/span><\/p>\n

Trois instructeurs d\u00e9vou\u00e9s dispensent et facilitent l'apprentissage pour le CEOR sous la supervision de l'officier du cours et d'un quartier-ma\u00eetre du cours. En outre, 15 \u00e0 20 conf\u00e9renciers invit\u00e9s sont invit\u00e9s \u00e0 partager des exp\u00e9riences cruciales tout au long du cours, telles que les sp\u00e9cialisations en mati\u00e8re de renseignement, la recherche de sources ouvertes et les perspectives d'autres \u00e9l\u00e9ments. Associ\u00e9s \u00e0 un personnel exp\u00e9riment\u00e9, les conf\u00e9renciers invit\u00e9s offrent les perspectives les plus r\u00e9centes et les plus int\u00e9ressantes sur la mani\u00e8re dont un officier de renseignement peut contribuer au mieux au soutien de la MRC et des FAC, tant au niveau national qu'\u00e0 l'\u00e9tranger. Chaque instructeur apporte une exp\u00e9rience personnelle et professionnelle propre \u00e0 sa carri\u00e8re et \u00e0 ses int\u00e9r\u00eats. En fin de compte, ce cumul d'expertise et cette communaut\u00e9 de pratique \u00e9largissent l'\u00e9tendue et la profondeur de la compr\u00e9hension. Les \u00e9tudiants acqui\u00e8rent ainsi une meilleure appr\u00e9ciation du moment, de l'endroit et de la mani\u00e8re d'appliquer au mieux les comp\u00e9tences des officiers de renseignement.<\/span><\/p>\n

Compos\u00e9 d'un m\u00e9lange de th\u00e9orie, d'exercices de tutorat et d'examens pratiques, le CEOR se termine par un exercice final. Au cours de cette \u00e9valuation critique, les candidats travaillent ensemble au sein d'une \u00e9quipe de renseignement embarqu\u00e9e dans un environnement simul\u00e9 afin de soutenir un d\u00e9ploiement majeur simul\u00e9. Refl\u00e9tant l'environnement de travail r\u00e9el, cet environnement de formation r\u00e9aliste, tel qu'il est offert \u00e0 l'\u00c9cole navale (Qu\u00e9bec), aide \u00e0 pr\u00e9parer et \u00e0 d\u00e9velopper les comp\u00e9tences en mati\u00e8re de briefing et de r\u00e9daction de renseignements qui sont essentielles \u00e0 la capacit\u00e9 des officiers de renseignement. Compte tenu de l'importance de la base doctrinale, le cours offre une application pratique des comp\u00e9tences. Le but est de s'assurer que les produits et services li\u00e9s au renseignement sont diffus\u00e9s efficacement pour que les commandants puissent prendre des d\u00e9cisions efficaces, \u00e9thiques et opportunes \u00e0 l'appui de la mission, des valeurs, des buts et des objectifs de la MRC et des FAC.\u00a0<\/span><\/p>\n
