Avec un horizon de planification de plus de 25 ans, aucune des personnes qui ont entrepris le programme des navires de combat de surface canadien (NCSC) n\u2019aurait pu raisonnablement s\u2019attendre \u00e0 porter l\u2019uniforme pour voir ces navires entrer en service. Voil\u00e0 la r\u00e9alit\u00e9 pour la majorit\u00e9 du personnel de la MRC. Au fil des ans, les NCSC sont demeur\u00e9s une id\u00e9e lointaine et abstraite. Jusqu\u2019\u00e0 r\u00e9cemment, moment o\u00f9 un groupe choisi de marins et d\u2019officiers est mont\u00e9 pour la premi\u00e8re fois sur la passerelle d\u2019une fr\u00e9gate canadienne de type 26 (bien qu\u2019il s\u2019agisse d\u2019une r\u00e9plique \u00e0 l\u2019\u00e9chelle r\u00e9elle).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab L\u2019excitation \u00e9tait palpable parmi les participants, a d\u00e9clar\u00e9 le Capc David Canning, organisateur. Pour la plupart d\u2019entre eux, c\u2019\u00e9tait la premi\u00e8re fois qu\u2019ils voyaient quelque chose de concret li\u00e9 au processus de conception du NCSC. Leur vif d\u00e9sir de servir \u00e0 bord de cette classe de navires de guerre qui approche \u00e0 grands pas \u00e9tait \u00e9vident. \u00bb<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le Capc Canning est le directeur adjoint du projet de NCSC et travaille normalement dans les bureaux du Directeur - Grands projets de l\u2019\u00c9tat de la Marine (Dir GPEM) \u00e0 Ottawa. Il a supervis\u00e9 l\u2019exercice de validation du concept de la passerelle, qui \u00e9tait un effort de collaboration auquel participaient des gestionnaires du MDN, des membres du personnel de la MRC et des repr\u00e9sentants de l\u2019industrie de la d\u00e9fense. L\u2019activit\u00e9 s\u2019est d\u00e9roul\u00e9e du 6 au 10 mars dans le gymnase du b\u00e2timent Nixon \u00e0 Work Point. La semaine a commenc\u00e9 par des s\u00e9ances d\u2019information et s\u2019est termin\u00e9e par un court programme de visites. L\u2019essentiel des efforts a consist\u00e9 \u00e0 faire participer le personnel de la Marine \u00e0 une s\u00e9rie de man\u0153uvres th\u00e9oriques et de sc\u00e9narios op\u00e9rationnels, alors qu\u2019il \u00ab faisait partie de l\u2019\u00e9quipage \u00bb d\u2019une r\u00e9plique de passerelle construite sp\u00e9cialement et \u00e0 l\u2019\u00e9chelle r\u00e9elle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab La premi\u00e8re chose que les gens ont comment\u00e9e, c\u2019est l\u2019\u00e9chelle de la chose, a d\u00e9clar\u00e9 le Capc Canning en faisant r\u00e9f\u00e9rence \u00e0 une zone de la passerelle d\u00e9limit\u00e9e par de larges rubans de papier kraft brun repr\u00e9sentant les cloisons et les ailerons de passerelle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dix pour cent plus long, un quart plus large et un avec un d\u00e9placement presque deux fois plus important, le NCSC sera nettement plus grand que nos navires de guerre actuels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bien que personne n\u2019ait pu croire qu\u2019il \u00e9tait \u00e0 bord d\u2019un v\u00e9ritable navire de guerre, la r\u00e9plique repr\u00e9sentait fid\u00e8lement les dimensions du NCSC et comprenait un large \u00e9ventail d\u2019\u00e9crans et d\u2019instruments allant des plus connus (r\u00e9p\u00e9titeurs de compas, poste de barre et de manette des gaz) aux nouveaux (table \u00e0 cartes \u00e9lectronique) ou aux am\u00e9lior\u00e9s (\u00e9crans num\u00e9riques reconfigurables install\u00e9s au-dessus des t\u00eates et \u00e9crans de navigation r\u00e9glables sur les ailerons de passerelle). Il y avait m\u00eame deux alarmes d\u2019intervention rouge vif facilement reconnaissables.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab Les marins semblaient tr\u00e8s enthousiastes \u00e0 l\u2019id\u00e9e de participer, a observ\u00e9 le Capc Canning. Je pense qu\u2019ils ont tous compris que le processus de validation est essentiel pour s\u2019assurer que nous faisons les choses correctement et que c\u2019\u00e9tait l\u2019occasion pour eux d\u2019influer sur la conception d\u2019un navire que nous construisons pour r\u00e9pondre aux exigences des op\u00e9rations navales pour les d\u00e9cennies \u00e0 venir. \u00bb<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La r\u00e9troaction en temps r\u00e9el des marins a \u00e9t\u00e9 not\u00e9e et compil\u00e9e avec les observations du personnel et diverses donn\u00e9es enregistr\u00e9es. Tous les renseignements recueillis seront analys\u00e9s et serviront \u00e0 guider les futures d\u00e9cisions de conception du projet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab L\u2019objectif supr\u00eame est de s\u2019assurer que la configuration de la passerelle du NCSC int\u00e8gre la meilleure technologie de l\u2019industrie de la d\u00e9fense canadienne et que son am\u00e9nagement est maximis\u00e9 pour soutenir le succ\u00e8s op\u00e9rationnel de nos marins pendant encore bien des ann\u00e9es \u00bb, a soulign\u00e9 le Capc Canning.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les NCSC seront construits aux chantiers navals Irving, \u00e0 Halifax, en Nouvelle-\u00c9cosse. La mise sur cale initiale devrait avoir lieu au cours des deux prochaines ann\u00e9es et le premier navire de la classe devrait entrer en service au d\u00e9but de la prochaine d\u00e9cennie. Bien que les navigateurs calculent la distance en milles marins, la plupart des marins la mesurent en temps.
